Senior bureaucrat Arvind Shrivastava, a 1994-batch IAS officer from the Karnataka cadre, has been appointed Secretary of the Department of Revenue in the Ministry of Finance, the government announced on Friday, as part of a broader reshuffle of key administrative roles.Shrivastava, previously serving as Additional Secretary in the Prime Minister’s Office (PMO), brings extensive experience in finance and economic policy to his new role. His tenure in the PMO included overseeing critical portfolios such as finance, corporate affairs, and NITI Aayog, positioning him as a key figure in shaping India’s economic strategies.The appointment comes alongside other significant changes in the Finance Ministry, with new secretaries named for the Revenue, Expenditure, and Economic Affairs departments, predominantly from the 1994 IAS batch. Vivek Aggarwal, also a 1994-batch officer from Madhya Pradesh, has been appointed Secretary of the Ministry of Culture, replacing Arunish Chawla. Samir Kumar Sinha (1994, Assam-Meghalaya) will take charge as Secretary of the Ministry of Civil Aviation, while Pallavi Jain Govil (1994, Madhya Pradesh) has been named Secretary of the Department of Youth Affairs. Santosh Kumar Sarangi (1994, Odisha) will lead the Ministry of New and Renewable Energy.Shrivastava’s elevation to Revenue Secretary is seen as a strategic move to bolster the Finance Ministry’s leadership amid ongoing trade negotiations and fiscal challenges. Rajesh Agarwal, another senior official, continues to spearhead India-US trade talks, aiming to finalise the first phase of a Bilateral Trade Agreement by autumn 2025.The reshuffle also includes new appointments in the Ministries of Labour and Employment and other departments, reflecting the government’s focus on aligning bureaucratic expertise with its economic and developmental goals. The changes are effective immediately, according to the Ministry of Personnel.
