The Union Cabinet on Friday approved the ₹3,030 crore Bharat Audyogik Vikas Yojana Rasayan (BHAVYA Rasayan) Scheme to establish three dedicated chemical parks across the country.The BHAVYA Rasayan Scheme, announced in the Union Budget for FY2026-27, has a total financial outlay of ₹3,030 crore, comprising ₹3,000 crore for the creation of common infrastructure facilities and basic utilities within the parks and ₹30 crore towards administrative expenditure.
The scheme will be implemented over five years, from FY2026-27 to FY2030-31.
Under the scheme, the Centre will provide financial assistance of up to ₹1,000 crore for each chemical park, subject to a minimum contribution of ₹500 crore by the respective state government.Three dedicated chemical parks will be developed by state governments through the challenge route, with each park requiring at least 2,000 acres (8 sq. km.) of contiguous, encumbrance-free land.
The parks will offer plug-and-play infrastructure, including common effluent treatment plants, treatment, storage and disposal facilities, water supply and distribution systems, solvent recovery and distillation facilities, steam generation and distribution networks, interconnected pipeline networks, and logistics and warehousing facilities.According to the government, the scheme aims to strengthen the chemical industry’s value chain, improve cost competitiveness through shared infrastructure, enhance integration with global value chains, promote environmentally sustainable manufacturing, attract domestic and foreign investment, increase domestic production capacity and generate employment.In another development, the CCEA approved the construction of the third and fourth rail lines on the Ballari-Guntakal section at an estimated cost of about ₹1,264 crore.The project, planned under the PM Gati Shakti National Master Plan, spans three districts in Karnataka and Andhra Pradesh and will add about 46 km to the Indian Railways network. It is expected to improve connectivity for around 99 villages with a combined population of about seven lakh people.The government said the project will enhance rail connectivity to tourist destinations, including Ballari Fort and the Sri Kumara Swamy Temple, and improve transportation of commodities such as iron ore, dolomite, limestone, iron and steel, coal, fertilisers and food grains.The capacity augmentation is expected to enable additional freight traffic of 16.22 million tonnes per annum. According to the government, the project will also help reduce oil imports by 1.32 crore litres and lower carbon dioxide emissions by 6.67 crore kg, equivalent to the plantation of 0.27 crore trees.Also Read: Centre orders GitHub to block Bitchat, says app could be misused during protests
