Canada shuts Start-up Visa programme, plans new entrepreneur immigration pilot for 2026

Canada has closed its Start-up Visa (SUV) programme and announced plans to launch a new, targeted immigration pathway for entrepreneurs through a pilot scheme in 2026, according to Immigration, Refugees and Citizenship Canada (IRCC).As part of the changes, IRCC has immediately stopped accepting new applications for the optional work permit linked to the Start-up Visa. The only exception applies to applicants already in Canada who are seeking to extend an existing SUV work permit. The department also confirmed that no new Start-up Visa applications will be accepted after 11.59 pm on December 31.
However, IRCC said applicants who have already secured a valid commitment certificate from a designated organisation issued in 2025 will remain eligible to apply, provided their applications are submitted by June 30, 2026.

According to IRCC, the move forms part of a broader transition towards a “new, targeted pilot programme for immigrant entrepreneurs.” Further details of the pilot are expected to be announced in 2026.

The federal government said the measures are aimed at reducing the growing backlog of applications across Canada’s business immigration streams and ensuring closer alignment with the country’s Talent Attraction Strategy, as outlined in the latest Immigration Levels Plan.

While IRCC has not yet detailed how the new entrepreneur pilot will differ from the existing Start-up Visa Programme, it indicated that the revised pathway would be more focused and better aligned with Canada’s long-term immigration objectives.
