India and Morocco hold counter-terror talks, condemn attacks in Pahalgam and Delhi

India and Morocco held the second meeting of their Joint Working Group (JWG) on Counter Terrorism on 22 June in New Delhi, where both sides discussed threats posed by terrorist groups globally as well as in their respective regions.The two countries exchanged views on current and emerging counterterrorism challenges, including countering violent extremism and radicalisation, combating the financing of terrorism, preventing the use of technology for terrorist purposes, the nexus between transnational organised crime and terrorism, and the global movement of terrorists.

The meeting was co-chaired by Joint Secretary (Counter Terrorism) in India’s Ministry of External Affairs (MEA), Dr Vinod Bahade, and Hicham Baali, Head of the National Judicial Police Brigade at the Directorate General of National Police of Morocco.
Both sides unequivocally and strongly condemned terrorism in all its forms and manifestations, including cross-border terrorism. A government statement said they also condemned the 22 April 2025 terrorist attack in Pahalgam, Jammu and Kashmir, and the 10 November 2025 incident near the Red Fort in New Delhi.The two sides agreed to hold the next meeting of the Joint Working Group in Morocco on a mutually convenient date. They also discussed strengthening bilateral counterterrorism cooperation through information sharing, capacity building, and exchange of best practices, including enhanced coordination in multilateral forums such as the United Nations, FATF, and GCTF.
