Centre releases BHAVYA guidelines to develop 100 industrial parks with ₹33,660 cr outlay

The Department for Promotion of Industry and Internal Trade (DPIIT) has released detailed operational guidelines for the implementation of the Bharat Audyogik Vikas Yojna (BHAVYA) scheme, aimed at developing investment-ready industrial parks across India.The scheme proposes the development of 100 industrial parks over six years from 2026-27 to 2031-32, with a total financial outlay of around ₹33,660 crore. In the first phase, up to 50 industrial parks will be developed through a challenge-based competitive selection process.

The guidelines outline the eligibility criteria, project selection methodology, funding structure, governance framework, monitoring systems and implementation mechanisms for the scheme. BHAVYA seeks to create integrated industrial ecosystems with plug-and-play infrastructure, multimodal logistics connectivity, reliable utilities, worker-support facilities, digital governance systems and sustainable development features.

The Union Cabinet had approved the scheme on March 18. The government had then said BHAVYA would build on the success of Industrial Smart Cities developed under the National Industrial Corridor Development Programme (NICDP) and would be implemented in partnership with states and private sector players.The scheme also focuses on deregulation and ease of doing business by encouraging streamlined approvals, effective single-window systems and investor-friendly reforms led by states. The objective is to enable industries to begin production quickly through pre-approved land, ready infrastructure and integrated services, thereby reducing entry barriers for investors.Industrial parks ranging from 100 to 1,000 acres will be eligible for support under the scheme. Financial assistance of up to ₹1 crore per acre will be provided for core infrastructure such as roads, underground utilities, drainage systems, treatment facilities and administrative systems. Support will also extend to value-added infrastructure including ready-built factory sheds, testing laboratories and warehousing, along with social infrastructure such as worker housing and support amenities.
